Ghana: Strengthening NPO oversight and regulation
In November, coalition member Spaces for Change hosted a two-day workshop in Accra, Ghana, focused on NPO oversight and regulation in light of the sectoral NPO TF Risk Assessment. Participants included representatives from the NGO Secretariat, the Financial Intelligence Unit, and NPOs, including members of the CSO Working Group.
Ghana, rated Non-Compliant on FATF Recommendation 8 in 2018, is working to address gaps identified in its Mutual Evaluation. The workshop featured presentations on Nigeria’s successful transition from a Non-Compliant to a Compliant rating on Recommendation 8, with insights from Ibinabo Amachree, Assistant Director of Nigeria’s Special Control Unit Against Money Laundering, and Victoria Ohaeri, Executive Director of Spaces for Change. External interventions took the form of Global NPO Coalition input on the key principles behind the revised Recommendation 8, on self-regulation and on financial exclusion/derisking. Ben Evans from Greenacre Group unpacked the Risk-based approach for the participants. The CSO Working Group and the FIU discussed ongoing processes in the country.
