Kazakhstan: Impact of FATF Compliance on Civil Society

A new article by coalition member Aida Aidarkulova sheds light on how Kazakhstan’s implementation of FATF Recommendation 8 is undermining civil society rather than protecting it. Despite no evidence linking NGOs to terrorism or money laundering, the government enforces broad, disproportionate regulations. These include onerous reporting requirements, public registries for foreign-funded NGOs, inspections, and frozen bank accounts. These measures disrupt legitimate non-profit work and threaten democratic space.

The piece calls for a risk-based, evidence-driven approach and stresses the importance of international support and accountability to safeguard civil society in Kazakhstan.
