Authored by Ben Hayes, the report Counter-terrorism, 'Policy Laundering' and the FATF: Legalising Surveillance, Regulating Civil Society (commissioned by Lia van Broekhoven and Fulco van Deventer of Human Security Collective, then at Cordaid) was instrumental in highlighting concerns about FATF’s Recommendation 8 on non profit organisations (NPOs) and its impact on civil society, including basic rights of association and expression.  It was distributed widely through civil society networks and also forwarded to the UN's Counter Terrorism Committee Executive Directorate (CTED) and the Financial Market Integrity Unit at the World Bank. This resulted in cracking open the dialogue with the then FATF president  Björn Aamo (Norway) and the FATF Secretariat. A global NPO coalition formed around the issue of the unintended consequences of FATF’s Recommendation 8. This was spearheaded by Human Security Collective in Europe and the Charity and Security Network in the US.
