Submission to FATF and GIABA Secretariats on the Impact of Burkina Faso’s Recent Decree on Civil Society and Financial Access

The Global NPO Coalition on FATF has submitted a report for urgent consideration to the Financial Action Task Force (FATF) and GIABA Secretariats raising urgent concerns about Burkina Fasos’s recent decree requiring all nonprofit organisations to transfer and manage funds exclusively through the Banque du Trésor (BDT) administrative structure attached to its Treasury.

The decree, as currently designed, risks undermining legitimate NGO operations, including life-saving humanitarian assistance. Key concerns include:

▪️ A one-size-fits-all approach with no risk-based differentiation;
▪️Restrictions on humanitarian operations, salaries, and supplier payments;
▪️Lack of safeguards;
▪️No international precedent for this disproportionate control;
▪️Operational risks due to BDT’s limited capacity and infrastructure.

The Coalition urges FATF and GIABA to engage with the authorities in Burkina Faso to ensure alignment with international standards and mitigate unintended consequences.
