New Studies on Associations’ Funding and Oversight in Tunisia
The Kawakibi Center for Democratic Transformation has published two comprehensive studies addressing key aspects of the legal and financial environment for associations in Tunisia.
The first study analyzes public funding of associations, exploring the legal framework, challenges, and realities of accessing and managing these funds. The report highlights critical issues related to transparency, oversight, and gaps between legislative intent and practical implementation. Drawing on quantitative data and extensive field research, the study offers actionable recommendations to improve Tunisia’s public funding system, building on previous reform efforts from 2014. This resource is essential for associations, policymakers, and civil society stakeholders.
The second study focuses on oversight of associations’ accounts and its impact on associations. It explains the multiple layers of administrative, judicial, and financial control to which associations are subject, under Decree 88 as well as anti–money laundering, counter-terrorism, and fiscal regulations. The guide clarifies the procedures, potential consequences such as asset freezing or confiscation, and aims to equip association leaders, staff, accountants, auditors, and lawyers with a clear understanding of the regulatory framework.
