Serbia: Report to FATF on the Misuse of AML/CFT Standards Against Civil Society

The Global NPO Coalition on FATF has submitted a report from Serbian civil society partner, Civic Initiatives, to FATF, detailing the latest case of misuse of AML/CFT standards against nonprofit organizations (NPOs) in Serbia.

The report outlines how Serbia’s Administration for the Prevention of Money Laundering (AMLU) requested confidential bank data on five NPO employees, citing AML/CFT provisions, in what appears to be a targeted effort against individuals and organizations critical of the government. This incident echoes previous cases, including the 2019 "List" case and the 2024 exposure of confidential financial data, where Serbian authorities used financial regulations to undermine civil society. Despite statements from FATF and MONEYVAL warning Serbia against the misuse of AML/CFT standards to target NPOs, these abuses persist.

The report calls on FATF and MONEYVAL to take urgent action to ensure that Serbia complies with international standards and does not weaponize AML/CFT measures against civil society.
