Mexican Civil Society Coalition Submits Input for Assessors Ahead of FATF Mutual Evaluation Onsite Visit
Mexican civil society organizations have submitted a technical analysis to the FATF ahead of Mexico’s Mutual Evaluation on-site visit in March 2026. The submission examines the impacts of recent reforms to Mexico’s anti-money laundering framework on nonprofit organizations (NPOs).
The reform, which entered into force in July 2025, was adopted in the context of Mexico’s follow-up to its 2018 FATF evaluation. While framed as part of efforts to strengthen the country’s AML/CFT framework, the submission argues that the expanded obligations imposed on NPOs apply a “one-size-fits-all” approach that is not aligned with the sector’s assessed medium-low risk profile under Mexico’s National Risk Assessment.
Drawing on regulatory analysis, a national survey of 430 organizations, and consultations with domestic and international donors, the document highlights the disproportionate administrative and financial burdens faced by NPOs, increased risks of financial exclusion due to de-risking, and constraints on organizational sustainability and operations.
Civil society calls for dialogue and collaboration between authorities to ensure that Mexico’s AML/CFT framework effectively addresses risk while preserving an enabling environment for nonprofit work.
