New Report Explores Blockchain Solutions for Humanitarian Transactions into Syria

Reliable access to financial services remains a major challenge for humanitarian organizations operating in Syria. A new report from the Norwegian Refugee Council (NRC) examines how blockchain-based technologies, particularly regulated stablecoins, could help address longstanding derisking barriers while improving the speed, cost, and transparency of cross-border transactions.

Drawing on interviews with humanitarian practitioners, financial institutions, FinTech providers, and case studies from Afghanistan, Myanmar, and Venezuela, the report offers practical guidance on the opportunities, risks, and compliance considerations associated with digital asset technologies. It also includes an operational guide for organizations considering the use of stablecoins and digital wallets in humanitarian programming.
